INDEPENDENT mode is resolved PER PEER and requires this to be true (in addition to the build flag and content.active). A legacy peer that did NOT advertise the capability routes its share through the single-video path: core delivers no separate content track for it, so it must resolve LEGACY and be presented via the peer's normal video sink. Defaulting false keeps the flag-off path (every peer non-independent ⇒ LEGACY) unchanged.
